To add onto Dusk's comment, there were already a few dog pokemon prior to furfrou: growlithe is known as the puppy pokemon, and lilipup is indisputably based off of a dog. If you ask me, the closest pokemon we have currently that could be construed as lupine are mightyena and manectric. (Though they are most likely based off of a hyena and maned wolf, respectively.)

A wolf pokemon would be neat and hopefully well-received, but the invention of a mound of sludge and a large pokeball wasn't exactly Nintendo's most creative either.

Furfrou is a dog Pokemon in X and Y version...

There are plenty of Pokemon based on inanimate objects, as it is a part of Japanese culture (the Tsukumogami -- basically possessed objects or objects given life that often seek revenge for being abandoned/thrown away orianrise.tumblr.com/post/6317… | obakemono.com/obake/tsukumogam… )... though I agree, a trash bag Pokemon wasn't their best creation and a genuine wolf Pokemon would be really awesome -- though I'm satisfied enough with new fox and dragon-like Pokemon.

I think Lucario is based on a wolf, but it's more like an anthro fighter-wolf...

I just remember hearing somewhere that Ken Sugimori aimed to make it similar to a wolf or something of that sort, but it probably is based on the Egyptian jackal-headed god, Anubis (which somewhat explains the Pokemon's bipedalism).
